1. What is the adopted development plan for Westminster?
The UDP Homepage contains the latest Unitary Development Plan (UDP) document for Westminster, which was adopted in January 2007. It sets out our planning policies for developing land, improving transport and protecting the environment in Westminster for the next 10-15 years.
2. What is the Local Development Framework (LDF)?
The Government has introduced new arrangements in the Planning and Compulsory Purchase Act 2004 for the reform of the planning system. The Unitary Development Plan (UDP) is being replaced with a portfolio of Local Development Documents called the Local Development Framework (LDF).
3. When will the Local Development Framework (LDF) replace the Unitary Development Plan (UDP)?
The Unitary Development Plan is being replaced with a portfolio of Local Development Documents called the Local Development Framework (LDF). These will be prepared over a number of years and will gradually replace UDP policies and supplementary planning guidance. For further information see the Local Development Scheme LDS. The LDS was published in March 2007.
4. How can I get involved in the development of Westminster’s Local Development Framework?

5. How will sustainability issues be taken into account when producing the Local Development Framework?
The Council published its Sustainability Appraisal of the LDF Core Strategy Issues and Options document in summer 2007.
6. How does Westminster’s LDF relate to the Mayor’s London Plan?
The Council's Local Development Framework and the Mayor's London Plan, the Spatial Development Strategy for Greater London (consolidated with alterations 2008), will comprise the statutory development plan for Westminster. The LDF must be in general conformity with the London Plan. Any changes emerging from the reviews of the London Plan will be a material consideration.
7. How are the policies monitored?
Planning policies are monitored in the Council's Annual Monitoring Report (AMR).
8. What is the legislation behind the new Planning arrangements?
The new arrangements for the reform of the planning system have been introduced in the Planning and Compulsory Purchase Act 2004.
