Background
The City Council in its role as an adult education service provider has been considering the service strategy for the Westminster Adult Education Service and has concluded that the existing main adult education centres at Amberley Road, W9 and Ebury Bridge, SW1V are no longer fit for purpose.
In response on the 10th December 2007 the Council’s Cabinet approved the principle of a property strategy that would incorporate the disposal of the Amberley and Ebury sites along with the provision of a new replacement state of the art adult education centre on part of the Moxon Street Car Park site, W1.
The strategy would also include the provision of three new ‘satellite’ centres in the north, south and central areas of the city. Further information on the proposals can be found on the service’s website at www.waes.ac.uk or by contacting newbuild@waes.ac.uk
Purpose of the Draft Planning Briefs
The City Council in its role as Local Planning Authority therefore prepared draft planning briefs for each of the main sites affected by Westminster Adult Education Service’s property strategy (Amberley Road, Ebury Bridge and Moxon Street) to set out the planning considerations relating to their potential disposal and redevelopment. The draft briefs focus in particular on potential land use issues and consider in detail possible amenity, traffic, environmental, design and conservation impacts of future proposals for the sites.
The draft planning briefs were published for consultation in order to seek the views of residents, organisations and interested parties on the issues facing the various sites. The consultation period ran for six weeks from 7th July 2008. Comments received will be taken in to account when developing revised versions of the briefs. It is anticipated that final drafts will be reported back to the Committee in late September / October for their agreement to adopt them as Supplementary Planning Documents.
The purpose of the consultation will be to allow comments to be expressed about the development principles that should be established and to ascertain stakeholder and the public’s views on the draft document(s) when they are made available.
The draft planning briefs are being prepared to supplement the adopted Unitary Development Plan (UDP) and will become a material planning consideration in the determination of planning applications.
In accordance with statutory requirements each of the draft briefs include in their appendices draft Sustainability Appraisals and these are also available for comment.

Consultation Details
On the 16th June 2008 the City Council’s Planning Sub Committee (Planning Briefs and Local Development Framework) agreed to publish for consultation draft planning briefs for the following sites.
The draft planning briefs can be viewed / downloaded by clicking on the links above. The drafts include detailed site location maps to show the areas that they cover. Please be aware that consultation on this stage of the brief is now over.
