Background to Victoria Area Developments

Over the next 5 - 10 years there will be proposals for major developments in the Victoria Area.

A Special Victoria Redevelopment Area Forum was held by the council on Saturday 10th November 2007 2.00pm - 5.00pm at the Victoria Park Plaza Hotel in Victoria.

The Forum included a presentation on the application and discussion workshops for local residents and businesses to share their views and concerns on the proposed developments.  This event was a great success and the council would like to thank everyone that attended and took part. 

All feedback received on the day will be included in the formal consultation report on the planning application (see link below).

Current Planning Application
Land Securities own significant holdings of ageing office space dating from the 1950s and 1960s that they are looking to redevelop.  Recently they completed the new shops and offices at Cardinal Place.

Land Securities lodged their planning application for the Victoria area with Westminster City Council on the 17th August 2007.


Planning Committee 6th December 2007:

Proposals in the Victoria Planning Brief Area that already have planning permission:
  • Wilton Plaza: 18-36 Gillingham Street, 1-6 Gillingham Mews and 119-128 Wilton Road Reference Number 05/06537/FULL
  • Abford House and 333 Vauxhall Bridge Road: 04/08391/FULL


Future Development
Transport for London (TfL) aims to upgrade the Underground Station by 2013, including a new entrance on the corner of Bressenden Place and Victoria Street - application received on 21st August 2007.  They are also planning additional escalators to Victoria line platforms, widened access staircases to National Rail and lifts for mobility impaired people.  An application under the Transport and Works Act process is expected in November 2007.

Network Rail, who own the main line station, are currently choosing a development partner to take forward development proposals.


Victoria Area Planning Brief
In March 2006 the Council adopted the Victoria Area Planning Brief to provide a planning framework for development in the area. This sets out the vision for co-ordinated development with a balance between the needs of residents, businesses and developers.

Main principles for development
When planning applications are received within the Planning Brief Area they will be considered against the main principles for development contained in the brief.  These are:

A. Pedestrian movement around sites and within the transport interchange should be given the highest priority

B. Proposed developments must take account of, and as far as possible address, the transport requirements at Victoria

C. Proposals must not harm the residential amenity of the Victoria Area, and the integration of development with the local community should be facilitated

D. New Buildings in Victoria must be designed and built to the highest quality and the negative impacts of construction activity should be ameliorated. The height, bulk, from, scale, and use of facing materials of new buildings will be assessed against policies DES1, DES3, DES9, DES10, DES12, DES15, DES16 and RIV1 and the Supplementary Planning Guidance “Design Matters in Westminster”. Further, building heights will be assessed against the general height guidelines in Figure 3 of this brief.

E. City of Westminster, TfL and the GLA will work together to support and develop the strategic and long term objectives for Victoria.
