Metropolitan Views Supplementary Planning Document


Purpose
The Council's Unitary Development Plan (to be replaced by the Local Development Framework) identifies the importance of protecting localised views of significance within Westminster, which it terms ‘metropolitan’ and ‘local’ views.  A new supplementary planning document (SPD) is being produced to identify views of metropolitan importance and to explain the council’s policies to protect such views.  Local views are identified in conservation area audits which the council is producing for each conservation area, and will not be included within this guidance note.

Content
The SPD:
  • Provides a definition of Metropolitan Views
  • Explains the policy context, both national and local to protect these views
  • Sets out the criteria used to select Metropolitan Views
  • Identifies and describes the significance of each Metropolitan View in the City of Westminster.
  • Identifies which features within each view should be protected, and where there is potential for enhancement

Geographical coverage
All wards within Westminster.

Timescale for production
Pre-consultation and scoping report: February/ March 2007
Document Drafting: April-November 2007
Full consultation: December/January 2008

Status
The guidance will be a Supplementary Planning Document.  It will be prepared under regulations 16 and 17 of the Town and Country Planning (Local Development) (England) Regulations 2004.
