Westminster's Local Development Framework (LDF)
The Local Development Framework (LDF), together with the Mayor's London Plan will form the statutory Development Plan for Westminster.  The LDF will be made up of a folder of documents including Development Plan Documents (DPDs) and Supplementary Planning Documents (SPDs), which when adopted, will replace Westminster's Unitary Development Plan (UDP).  The LDF will be more holistic than the UDP, and will take account of the council's own strategies as well as other agencies' plans and proposals.  This more holistic approach was introduced by the Planning and Compulsory Purchase Act 2004, and is known as 'spatial' planning.


Development Plan Documents (DPDs)
The Core Strategy will set a clear vision for the pattern and location of development in Westminster, and build on the plans and programmes of our partners to deliver this vision over the next 15-20 years.  The Core Strategy is produced in the following stages;

  • Issues and Options - consulted on during the summer 2007.  This identified the main issues to be taken forward in the Core Strategy.
  • Preferred Options - out for consultation 24th July - 30th September 2008.  This stage builds upon the consultation responses to the 'Issues and Options', the initial Sustainability Appraisal of the Issues and Options, as well as research undertaken to provide a sound evidence base. 
  • Core Strategy Policies
    The draft policies will be developed following the Preferred Options consultation.


The City Management Plan and Proposals Map will follow production of the Core Strategy, which together with the Mayor's London Plan will become the Development Plan Documents (DPDs) for Westminster.


Local Development Scheme (LDS)
The project plan and timetable for the completion of each LDF document is contained in the Local Development Scheme, which also describes the purpose of each document.

Statement of Community Involvement (SCI)
The Statement of Community Involvement sets out the methods we will use to involve and consult with the community throughout the LDF preparation process, to ensure that their voices are heard.

Annual Monitoring Report (AMR)
The Annual Monitoring Report highlights the Council's achievements and progress in delivering its key planning policy objectives.
Supplementary Planning Documents (SPDs)
Supplementary Planning Documents explain Development Plan Documents in more detail.  They will be subject to public consultation.
