Committee

All controversial or sensitive applications are considered by the Planning and City Development Committee or one of the Planning Applications Sub-Committees.

The Planning Applications Sub-Committee normally meets every Thursday at 6.30 p.m. at City Hall. The Planning and City Development Committee will meet to consider major cases when necessary.


The Committees are made up of elected Ward Councillors who receive a written report in advance of the meeting and make a decision after a presentation and recommendation by Council officers. All comments received are carefully considered before a final decision is made.

The meetings are open to the public although the public cannot speak.The Committees may grant planning permission (usually with conditions) or refuse it. Occasionally an application may be deferred for further information, negotiation or a site visit.


All straightforward and non-controversial applications are determined by officers under delegated powers. It is not possible to identify these upon receipt, as the results of public consultation may make an apparently simple application one which should be considered by a sub-committee rather than officers.
