Team profile

The Education Welfare Service is part of the Social Inclusion Team and is based at 4 Frampton Street, London NW8. The Service is led by the Principal Education Welfare Officer, and consists of 4 Managers, 9 Education welfare officers, a data officer, administrative officer and an employment and licensing officer. Every school in Westminster has a named Education Welfare Officer (EWO) who works with pupils regardless of the borough they live.

Core Responsibilities

  1. Raise level of school attendance and punctuality through working with schools, pupils and their families.
  2. Enforce school attendance by prosecuting parents in magistrate court, issuing Fixed Penalty Notices, applying for Education Supervision Orders and School Attendance Orders.
  3. Carry out truancy patrols across Westminster in conjunction with the Police and Youth Offending Team.
  4. Provide information on Children in Entertainment and juvenile work and issue licenses to children for these purpose.
  5. Work with Social and Community Services on Child Protection matters.
  6. Support to families through multi-agency working.
  7. Visits to families whose children have been permanently excluded from school.
  8. Visits to families who home-educate.
