Built Environment P and S Committee

The Committee’s main role is to examine the provision of the following Council services in Westminster and ensure that they are provided to the highest possible standard – Community Protection, Licensing, Planning and City Development, Parking, Street Environment and Transport. The Committee operates in a similar manner to a House of Commons Select Committee, making recommendations for improvement to service providers and sharing best practice.  Key strategic issues are considered at each meeting of the Committee and separate task groups scrutinise issues in more detail. the Chairman of the Committee is Councillor Angela Harvey.

Key work areas include:

  • Community Safety (including licensing enforcement, Police Partnerships and CivicWatch)
  • Environment Functions (including open spaces and cleansing services)
  • Licensing policy and functions including all matters in connection with the Licensing Act 2003
  • Economic Development and Regeneration (including the Council’s strategy for supporting tourism within the City of Westminster
  • Planning and City Development and in particular the development of the Local Development Framework
  • The Parking Service (including enforcement strategy and contracts, off street car parks and parking zones, hours of control and tariffs)
  • Transportation (including traffic and road safety matters, highway schemes such as the Civic Streets Project and public transport functions

The Committee can also establish task groups to look at certain issues in more detail.
