Each Cabinet Member has individual decision-making powers within a given portfolio decided by the Leader. These powers are clearly set out within the terms of reference for each Cabinet member and include policy matters; manpower matters and the award of contracts.
These decisions are usually the subject of consultation with the Deputy Leader or Chief Whip (or, in their absence, two other Cabinet Members). The individual Cabinet Members' terms of reference include other functions specific to their portfolio areas. Decisions by individual Members of the Cabinet are taken on the basis of Officers' reports setting out relevant legal, financial and other professional officer advice.
