2.  What is the Corporate Performance Assessment? (CPA)
Carried out by the Audit Commission (an independent body responsible for ensuring that public services deliver value for money), the CPA places all councils within a league table and is the means by which local performance is reported to residents and the wider public. A corporate assessment looked at the council’s ambitions, its ability to improve services and what it has achieved since our last assessment in 2002. Westminster achieved excellent scores in nearly all areas, gaining maximum points in four out of five categories. This took place parallel to a Joint Area Review (JAR) to judge the outcomes for children and young people, and how local children’s services work together to contribute to their achievements, progress and well-being. The council has had services relating to children and young people rated as ‘good’ and ‘outstanding.'

3. The Corporate Assessment
The CA is a periodic review that focuses on a sound corporate ‘engine’ to drive good services. It measures how effectively the council is working corporately and with its partners to deliver excellent services and improved outcomes for local people. There is a large emphasis on user focus, diversity, community leadership and value for money. Scored judgements will be received (on a scale of 1-4, with 4 being well above minimum requirements) on 5 themes covering Key Lines of Enquiry (KLoE) in the following areas: Ambition for the community Prioritisation Capacity Performance Management Achievement The achievement theme will be assessed by examining how well councils are delivering local priorities and outcomes across five sub-themes: Sustainable communities and transport Safer and stronger communities Healthier communities Older People Children and Young People (scored through the JAR)

These scores will be aggregated and the council will receive a score out of 4 (with 4 being the highest). We are currently rated 4 for our CA and are working hard to ensure that is maintained.
