Westminster Partnership for Racial Equality (WPRE)

Introduction

As part of the City Council’s Civic Renewal Programme, there has been a renewed commitment to race equality in particular equality and diversity in general. This has been manifested in a number of ways, including the Council Leader’s community engagement programme, in which he will once again visit numerous BME groups and community organisations in 2004/5

WPRE
  • Westminster’s Local Strategic Partnership (LSP), named the Westminster City Partnership (WCP), has over the last year or so, examined how to get the best possible advice on race equality issues as well as having an effective local race equality organisation. The work on the race equality partnership has been led by a Steering Group of the LSP, and included partners from the voluntary and community sectors, the Police, the City Council, the Police and the Westminster Primary Care Trust (PCT).
  • In February 2004, the WCP co-opted the current chairman of the Westminster BME Network.
  • Also in February 2004, it was agreed that independent research be undertaken to assess the level of support for a race equality organisation in Westminster.
Findings
  • 70% of those asked supported a race equality partnership.
  • The need for the WPRE to ensure that casework/advocacy was provided was supported by over 70%
  • Over 90% of those asked highlighted sign-posting, capacity building/community development as the most pressing issues.
Consultations

4 consultation meetings were organised by the consultants who undertook the research. These were held in July, August and September. The formation of the Westminster Partnership for Racial Equality, with BME and voluntary and community sector representation, was supported by all of them.

A further piece of research, looking at governance issues is now being undertaken and will also be made public around the end of the year.
