Background

What does the new Act do?

The new law is designed to promote the Government’s four licensing objectives:

  • The prevention of crime and disorder
  • Public safety
  • The prevention of public nuisance
  • The protection of children from harm

All decisions about licences will be based on these four objectives.

When did the Act come into force?

The Licensing Service received applications to convert licences to the new regime between 7 February and 6 August 2005. The new licences came into effect on 24 November 2005.

What is Westminster’s Licensing Policy?

After extensive consultation, the City Council has now agreed a licensing policy laying out the basis on which decisions under the new Act will be made. This policy strives to achieve a local balance between the commercial interests of the licensed trade and the communities they serve and affect – a balance between freedom and responsibility. The Policy cannot be retrospective and existing licences are protected.
