Westminster City Council is seeking to establish contracts with companies and organisations who specialise in buyer engagement and supplier support services.
Attached is a copy of the Official Journal of the European Union (OJEU) Notice providing further details of the tender lot.

The City of Westminster invites Expressions of interest from suitably experienced voluntary organisations, who can demonstrate an ability to engage with comparable local communities, to devise, manage and deliver a community gardening scheme in Harrow Road, Queen’s Park and Westbourne.
The principal aim of the scheme is to encourage wider involvement from the community in developing and using the variety of environments across the three wards.
The type of open space in each ward differs considerably and the scheme will need to reflect this. Westbourne has significant areas of public open space and green areas within social housing estates; Harrow Road has a large number of street properties managed by a range of different Registered Social Landlords; Queen’s Park has a mixture of public open space, green space in estates and street properties. In addition to these differing types of open space, there are a wide range of opportunities and priorities for the appointed host organisation to respond to across the 3 wards; for example, supporting older/vulnerable residents to maintain their front gardens, training and skills development for young adults or promoting the use of public open space.
The appointed host organisation will be expected to plan, design and implement gardening projects on a ward-by-ward basis to address this variety of priorities, which will be identified by Ward Members, Local Area Renewal Partnerships (LARPs) and through consultation with residents.
The project is expected to start in March 2009, last for twelve months and end before 31st March 2010.

Westminster City Council and the London Borough of Camden wishes to appoint a consultant to assess the financial viability of their prospective Local Development Plan affordable housing policies. Both authorities have already developed Preferred Options for their Core Strategies, but consider that further evidence is needed to inform their policies at the submission stage, and to inform the approach to be taken in City Management and Development Policy DPDs. In particular, requirements arise from PPS3 para 29 to consider the impact of affordable housing thresholds and targets on the economic viability of bringing land forward for housing, overall delivery of housing, the delivery of affordable housing.
There are many common aspects to the approach taken by each Council to affordable housing thresholds and proportions, but there are also significant distinctions. The authorities expect this situation to continue, reflecting the comparable but distinct nature of the property market and social character of the two areas. The Councils are therefore seeking a twin-track study, following essentially the same methodology for each authority, but acknowledging their differences, and reaching two separate sets of conclusions. The final reports will be required in late February/early March 2009.
