Application for Review of a Premises Licence or Club Certificate

People who live or work in the vicinity of a premises licensed to sell alcohol provide entertainment or sell hot food and drink after 11pm are able to ask the Council to review the licence if they are being adversely affected by the operation of the licence.

Review must be based upon a matter arising at or in the vicinity of the licensed premises and be connected to one of the licensing objectives, prevention of crime and disorder, prevention of public nuisance, public safety and the protection of children from harm. The licensing authority cannot initiate its own review but responsible authorities such as the environmental health service may do so, for example if the environmental health officers received substantiated complaints of noise. The police are another responsible authority who may ask for a licence to be reviewed.

Anyone who believes that a review of a licensed premises may be necessary in order to promote the licensing objectives should begin by keeping a note of their reasons for concern. Such a note may be useful in any subsequent hearing should that be necessary.

Reports of crime should be made in the usual way by dialing 999 if it is an emergency or by contacting your local police station. Reports of noise or other nuisance can be reported to the Community Protection Department’s anti-social behaviour line – 020 7641 3000

How to submit an application 

An application for review of a premises licence in Westminster must be made in writing to the Council at the address below.  It is also the responsibility of the applicant for a review to give one copy of the application and any supporting documentation to the holder of the premises licence for which the review relates, and to each of the responsible authorities on the same day upon which the application is served on the Licensing Service.
