How do you apply for a personal licence?

If you live in Westminster

You may download an application here or you can call us on 0207 641 6514 to request one.

There are five parts to your application:

  1. Completed personal licence application form
  2. Fee
  3. An accredited licensing qualification (or equivalent)
  4. Two photographs of yourself taken against a light background, full face, uncovered on photographic paper (45mm x35mm). One of the photographs must be endorsed as a true likeness by a person of standing.
  5. Completed disclosure of convictions and declaration form

Furthermore, where the applicant wishes to make a new application (that is the applicant is not a holder of a justices’ licence), the applicant must also provide:

  • Criminal conviction certificate or criminal record certificate or results of subject access search of the police national computer by the National Intelligence Service.

Who can object to a personal licence application?

Only the Police can object and only then if they feel that granting the licence would undermine the crime prevention objective in the Act. In such a case the police must give the authority an objection notice within fourteen days.

A hearing must then be held within twenty working days beginning the day after the fourteen day period. Your application will then be decided by a licensing committee at a hearing.

What happens if there are no objections?

If there are no objections and the applicant fulfils the application criteria, the application will be granted.
